Status: Approved with conditions by Town Planning Board in July 2014

The NGO's proposal to revitalise former Fanling Magistracy (a Grade 3 Historic Building) into the leadership training programme was selected under Batch III of Revitalising Historic Buildings Through Partnership Scheme and received an approval-in-principle from the Secretary for Development in February 2013. KJL was commissioned as the sub-planning consultant of LWK & Partners to prepare and submit a section 16 planning application for the proposed 'Eating Place' and 'Residential Institution' uses to support the revitalisation scheme. The Town Planning Board approved the application (No. A/FSS/222) with conditions in July 2014.

該非政府機構活化前粉嶺裁判法院（三級歷史建築）納入領導才能培訓計劃的建議，於第三期「活化歷史建築夥伴計劃」獲選，並於2013年2月獲得發展局局長的原則性批准。 KJL 獲委任為 LWK & Partners 的副規劃顧問，為擬議的「飲食場所」和「住宅機構」用途準備並提交第 16 條規劃申請以支持活化計劃。 城規會於 2014 年 7 月附條件批准申請（編號 A/FSS/222）。
